This might be because your USB is not using the Master Boot Record (MBR) partition table. Check the Microsoft article (https://learn.microsoft.com/windows-server/storage/disk-management/change-a-gpt-disk-into-an-mbr-disk) and change your USB partition table to MBR.

官方文档坑死人，亦或者是程序逻辑问题，文档上说分区表必须是 MBR 格式的。结果你真的拿一个MBR格式的U盘去制作，铁定失败。只能是GPT格式，估计没有分区表的空白盘也行吧。你把分区表转为GPT格式再试试吧
